Part 1: Summary of Motions and Actions

1. Approved decisions

Motion 1: To approve the minutes of 2/14/99.  The motion passed without dissent.

Motion 2: To fund all chapter subsidies as recommended by the chapters committee up to the $1,000 per chapter limit. The motion passed without dissent.

Motion 3: To support an additional $10K for any subsequent chapter subsidy needs, to be allocated at the chapters committee discretion. The motion passed without dissent.

Motion 4: Allow SSCS Life Membership to those qualifying for IEEE  Life Membership and who have been an SSCS member since 1/1/97 or have been an SSCS member for past five years, whichever comes first. The motion passed without dissent.

Motion 5:  To provide a one-time free 1/2 year membership to IEEE, SSCS and EDS to non-IEEE members who register at ISSCC 2000 at the non-member rate. The motion passed without dissent.

Motion 6: To fund a total of $145K for a CD of the 1966-1988 JSSC  plus a DVD of the 1966-1998 JSSC; this is $35K more than the $110K funded at the February AdCom. The motion passed without dissent.

Motion 7: To fund $110K for a CD-DVD of an archival collection of ISSCC Digests. The motion passed without dissent.

Motion 8:   To technically cosponsorship for the year 2000:

The motion passed without dissent.

Motion 9:  To provide technically cosponsorship for the year 2000 Southwest Symposium on Mixed Signal Design. The motion passed without dissent.

Motion 10: To fund $20K for production of the ISSCC 2000 short course in CD format. The motion passed without dissent.

Motion 11:  To join IEEE Sensors Council and approve expenditure of $2K for participation. The motion passed without dissent.

Motion 12: To approve the proposed 2000 budget with the following additions as approved at this meeting: $10K Chapters Committee, $7.5K Membership, $35K JSSC CD-ROM with equal revenues from sales, $110K for ISSCC CD with equal revenue from sales, $10K additional for short course CD from ISSCC with revenue equal to the $20K total from sales.  The motion passed without dissent.

Election Results

The results of the SSCS officer election were:

Bruce Wooley was elected Society President for 2000-2001.

Charles Sodini was elected Society Vice President for 2000-2001.

2. Action Items

Pending action items from the February 14, 1999 meeting:
 
AI 2-99 A. The Technical Committee and the Standards Committee will return with their respective proposals at the next AdCom.
AI 2-99 C. AdCom members need to provide Dick Jaeger with names of possible nominees for the following IEEE Technical Field Awards:
  • Solid-State Circuits Award for outstanding contributions in the field of solid-state circuits to an individual or team of not more than three.
  • Cleo Brunetti Award for outstanding contributions in miniaturization in the electronic arts.
  • Morris N. Liebmann Memorial Award for important contribution to emerging technologies recognized within recent years to an individual or team of not more than three.
  • Frederik Philips Award for outstanding accomplishments in the management of R&D resulting in effective innovation to an individual or team of not more than three.
  • David Sarnoff Award for outstanding contribution in electronics. Preference given to an individual for achievement in the past 10 years; may be presented to a team of not more than three.
  • AI 2-99 D. The SSCS Education Committee will look into the details of donations to the IEEE History Center that could specifically cover SSCS topics.
    New Action items from August 27, 1999 meeting
    AI 8-99 A.  Anne O'Neill will poll AdCom members after the fall election to determine their preference scheduling the AdCom meeting Saturday, February 5 or Sunday, February 6, 2000.

    AI 8-99 B.  The Chapters Committee will return with a more detailed proposal for an outstanding chapters award at the February 2000 AdCom meeting.

    AI 8-99 C.  Anne O'Neill will develop, with meetings committee approval, a questionnaire for  attendees of SSCS sponsored and technically co-sponsored meetings to learn how the attendees view the quality of the meeting and how they rank it with other meetings that they may attend.

    AI 8-99  D.  Charlie Sodini will talk with the leadership of the Southwest Symposium on Mixed-Signal Design to see if they plan to grow past the point of a local meeting.  If so they will need to move their meeting dates further away from ISSCC in order to avoid a competition for quality papers.

    AI 8-99  E.  Mark Horowitz will talk with DAC leadership about how SSCS involvement may enhance the circuit design track of this conference.

    AI 8-99  F.  All Distinguished Lecturers who give Distinguished Lectures will notify Dick Jaeger, whether requesting financial support or not.

    AI 8-99  G.   AdCom members who know of suitable experts willing to serve as Distinguished Lecturers will notify Dick Jaeger. AdCom members are willing to serve as Distinguished Lecturers, also contact Dick Jaeger.

    AI 8-99  H.  Gerhard Fettweis will investigate and make a recommendation on whether SSCS should enter into a Sister Society Agreement with VDE/ITG.  The AdCom will ballot by email.

    AI 8-99  I.  T.R. Viswanathan will investigate MOSIS  funding issues at CAS, and make a recommendation whether SSCS should contribute to this program.

    AI 8-99  J:   The President will fill the AdCom position vacated by the resignation of Dick Hester, as instructed by AdCom.

     A. Practices for Reviewing Society Meeting Sponsorship:

    Besides categorizing meetings as workshops, symposia, and conferences, we can also categorize meetings by their attendees.

    When discussing sponsorship with a particular meeting's leadership, we should find out how they view themselves in terms of :
    1. Workshop, Symposium, or Conference
    2. Local, National, International,
    and work with them to achieve their goals.

    Meeting Reviews - We should continue to gather data from each meeting that we sponsor or technically co-sponsor.  Specifically:

    We should also develop a questionnaire for attendees of all the meetings we sponsor and technically co-sponsor to learn how the attendees view the quality of the meeting and how they rank it with other meetings that they may attend.

    Action Item C:  Anne O'Neill will develop, with Meetings Committee approval, a questionnaire for attendees of SSCS sponsored and technically co-sponsored meetings to learn how the attendees view the quality of the meeting and how they rank it with other meetings that they may attend.

    B.  The Southwest Symposium on Mixed-Signal Design:
    The Southwest Symposium on Mixed-Signal Design sponsored by the IEEE San Diego join chapter of AP/EDS/MTT, has requested technical cosponsorship.  The meeting is being held just 3 weeks after ISSCC.  Sodini will talk with the leadership on their future plans.

     Motion 8:  To technically cosponsorship the Southwest Symposium on Mixed Signal Design for the year 2000. The motion passed without dissent.

    Action Item D:   Sodini will talk with the Symposium leadership on their future plans.  If they plan to grow past the point of a local meeting, they will need to move their meeting dates further away from ISSCC in order to avoid a competition for quality papers.

    C.  ASIC-SOI:
    Tim Tredwell gave an update on the ASIC conference to be held in Washington DC on September 15-18, 1999,  The conference appears to have a quality program and looks financially stable.  (SSCS a 20% interest in this conference.)   Sponsorship of this meeting will shift from SSCS to EDS next year.

    D. Technically cosponsored meetings for 2000:

    E.  Spectrum Conference Companion:
    SSCS will not participate in Spectrum Conference Companion at this time.  The main issue of concern was advertising on the Spectrum web site.  A meeting with exhibits, such as the CICC, may participate on their own initiative.

    F.  Design Automation Conference:
    After a discussion of how SSCS might play a role in DAC,  Mark Horowitz offered to talk with the DAC leadership to discuss how our involvement may enhance the circuit design track of this conference.

    Action Item E:  Mark Horowitz will talk with DAC leadership about how SSCS involvement may enhance the circuit design track of this conference.

    AP-ASIC Report: Toshiaki Masuhara attachment

    The Asian Pacific ASIC conference met on August 23-25, 1999 at Yonsei University, in Seoul Korea. Registration was 155. It was a sucessful meeting.  The conference accepted 95  papers out of 130 submitted (a 73% acceptance rate).  40% of the accepted papers were from outside Korea.

    CICC Report:  Mike Beunder attachment

    CICC reported the following details on its technical papers for May 16 -19, 1999  meeting in San Diego:

    287 papers submitted  (up 24%)


    Papers from 19 countries were presented:

    Registration  for the technical portion was 636, with 303 attendees at the educational sessions.

    Financial summary:

    Income: $ 407,372
    Expenses: $ 398,682
    Surplus:     $    8,690  (2%)
    The next conference will be May 21-24, 2000, in Orlando, Florida.
     

    VLSI Circuits Report: Bill Biderman attachment

    The Symposium on VLSI Circuits held in Japan in June 1999 had 148 papers submitted from 15 countries, split equally between industry and academia.  This was up from 127 in 1997.  There were 394 registrants, down from 504 in 1997, and 156 in workshops.

    ISSCC Report: John Trnka attachment

    For its February 15-17, 1999 meeting, 298 papers were submitted with a 52% acceptance rate.  The presented papers had the following geographical distribution:
    50% from North America
    20% from Europe
    30% from the Far East
    There were 14 additional solicited technical papers that were solicited and 3 invited plenary presentations.

    SSCTC Report -- Co-Chair: Stan Schuster attachment

    SSCTC will have a MEMS Circuits workshop this October, in conjunction with the ISSCC program committee meeting in Washington DC.  The price of this workshop was discussed and decided that even though it seems high, it was not a factor in attendance decisions.  It was also felt that the infrastructure support that Courtesy provides is essential so that interested members can put on a workshop without monumental effort.  A hotel contract has been signed to have the workshop in conjunction with the ISSCC program committee meeting in Washington DC in October 2000.  If this year's October workshop does not bring a reasonable attendance, then SSCTC will consider attaching the October workshop to an existing meeting.  Since the advertising and planning for this year's workshop was considered good, the only reason for poor attendance would be the fact that it is almost stand-alone.  Attaching it to an existing conference, such as BCTM, has the advantage of offering future directions for the existing conference based on the workshop theme.  Schuster will talk with BCTM about this possibility.

    Asad Abidi presented a proposal for the charter and scope of work of SSCS Technical Committees.  He will return to the February 2000 AdCom with a set of topics which reflect technical trends in solid-state circuits.

    19. MOSIS Funding: Lew Terman

    Circuits and Systems Society requested SSCS help with the financial support of MOSIS which fabricates MOS chips for class projects. In recent years, MOSIS has lost significant amounts of government funding.  For many univsersities this is not a problem for research-related fabrication, which is paid for by research grants.
    Action item I:  T.R. Viswanathan will investigate MOSIS  funding issues at CAS, and make a recommendation whether SSCS should contribute to this program.
