B. The minutes of the February, 1999 SSCS AdCom meeting were distributed
by Secretary Asad Abidi.
Motion 1: To approve the minutes of 2/14/99. The motion
passed without dissent.
B. Millennium Medals:
45 Millennium Medals have been allocated to SSCS. A Committee of Lew
Terman and Dave Hodges, after discussion and input from AdCom, will send
the nominations to the IEEE wide committee by the October 1 deadline.
C. New Financial Model:
The IEEE is undergoing financial restructuring, and the Societies and
Councils will be paying a substantially larger share of the IEEE expenses
than at present, perhaps as much as a total aggregate increase in the $10M
range. The "New Financial Model" is still being developed, and is
expected to be adopted for the year 2000 budget, and will have major impact
on Society/council finances.
D. Branding
As result of a survey by a consultant, a widespread image void about
IEEE is thought to exist. IEEE is now looking to develop a branding/identity
system to better present IEEE.
E. Visits to Asian Chapters
A very high level of activity was observed during visits to SSCS chapters
in Korea, Taiwan and Japan. Activities included conferences, seminars,
meetings with Distinguished Lecturers as speakers, and membership drives.

The preliminary 2000 budget net meets the mandated goal of an improvement
of 3% of the 1999 budgeted expenses .
Action item A: Anne O'Neill will poll AdCom members after the fall election to determine their preference for scheduling the AdCom meeting Saturday, February 5 or Sunday, February 6, 2000.
The August 2000 SSCS AdCom meeting will be held Monday August 28 in downtown San Francisco. The ISSCC Executive Committee is expect to meet in Vancouver Saturday, August 26, 2000.

B. Life Membership
An IEEE member qualifies for Life Membership when over 65 years of
age and his/her age plus the number of years of IEEE membership is greater
than 100. IEEE allows free society membership to Life Members who
have been in a society for at least five years prior to or after attaining
Life Membership. SSCS has not been in existence for five years yet,
so life membership in the Society will not be officially permitted until
2002.
The AdCom discussed pre-paying SSCS membership for 2000 and 2001 for IEEE Life Members who have been members in SSCS since its inception. The estimated cost to fund free membership in SSCS for 2000 and 2001 to those approximately 162 IEEE Life Members who have been an SSCS member since 1/1/97 would be $2,268. In the year 2002 those qualifying will automaticalkly recieve SSCS Life Membership because the Society will have been in existience for five years.
Motion 4: Allow SSCS Life Membership to those qualifying for IEEE Life Membership and who have been an SSCS member since 1/1/97 or have been an SSCS member for past five years, whichever comes first. The motion passed without dissent.
C. Membership promotions
Kosonocky reported on membership promotions in recent months. In February
1998 and 1999, a $25 discount for new half-year members was offered at
the ISSCC. Free half-year membership for the 2000 ISSCC was discussed;
the estimated total cost for 2000 could be $14,000 assuming 450 new members.

The membership committee is pursuing additional joint society membership promotions with CAS for DAC, ISCAS and ICCAD.
D. New member welcome
The new members welcome letter has gone out to 2,345 new members
who joined after August 1998. These new members received the 1997-98
JSSC CD-ROM at the same time as all members in May 1999.
Since the May mailing of the CDs, any new SSCS members have received their copy of the CD with their welcome letter. Since May, 658 letters with the CD have been mailed to new members.
E. Survey of Member Satisfaction
The membership committee continues to study issues and opportunities
to survey member satisfaction.
B. IEEE Online Library
She also reported on the IEEE Online Library which will be rolled out
in January 1, 2000. IEEE Online Library is a single web access point
for all material published by IEEE, including the Journal of Solid-State
Circuits currently available through OPeRA and, the ISSCC Digest and other
conference proceedings. It will have capability for delivering other
multimedia in addition to print, such as S-parameter files of devices,
animated clips of clocking behavior, circuit parameters for circuit software
analysis. Not all capabilities will be enabled on January 1.
Tim Tredwell presented proposals for providing members with more archival solid-state material on CD-ROM and DVD. He proposed the JSSC 66-88 CD-ROM collection of 4 CDs also include all the JSSC issues 66-98 on a single DVD with a master index. This collection will be provided in a bound album known as a Brag book with additional empty sleeves for inserting subsequent CDs.

A. Practices for Reviewing Society Meeting Sponsorship:Besides categorizing meetings as workshops, symposia, and conferences, we can also categorize meetings by their attendees.
When discussing sponsorship with a particular meeting's leadership, we should find out how they view themselves in terms of :
- LOCAL - A meeting in which most of the attendees are from a local area around the meeting. Chapter sponsored meetings often fit this definition.
- NATIONAL - A meeting in which most of the attendees are from a single nation. Examples are ICVC (Korea), SB Micro (Brazil).
- INTERNATIONAL - A meeting in which most of the attendees are from a large cross section of attendees. Examples are ISSCC, CICC.
and work with them to achieve their goals.

The Asian Pacific ASIC conference met on August 23-25, 1999 at Yonsei University, in Seoul Korea. Registration was 155. It was a sucessful meeting. SSCTC will have a MEMS Circuits workshop this October, in conjunction with the ISSCC program committee meeting in Washington DC. The price of this workshop was discussed and decided that even though it seems high, it was not a factor in attendance decisions. It was also felt that the infrastructure support that Courtesy provides is essential so that interested members can put on a workshop without monumental effort. A hotel contract has been signed to have the workshop in conjunction with the ISSCC program committee meeting in Washington DC in October 2000. If this year's October workshop does not bring a reasonable attendance, then SSCTC will consider attaching the October workshop to an existing meeting. Since the advertising and planning for this year's workshop was considered good, the only reason for poor attendance would be the fact that it is almost stand-alone. Attaching it to an existing conference, such as BCTM, has the advantage of offering future directions for the existing conference based on the workshop theme. Schuster will talk with BCTM about this possibility.
Loughry reported that 19 Societies are represented among the developers of IEEE standards. The four major Societies involved are Computer, Power Engineering, Industry Applications and Communications Societies. 5 to 10% of the developers of the 802 computer communications standards are circuit designers. Members of standards developing working groups typically represent their employers rather than their Society.
Loughry offered to return to provide a workshop presentation if there was interest.
The SSC Awards Committee evaluated five Fellow nominations, down substantially from previous years.
The SSC Predoctoral Fellowship was not awarded for 1999-2000 due to the absence of qualified candidates.

In continuing to prepare a CD-ROM of the ISSCC 2000 Short Course on
the RF Circuits for Wireless Networks, the following actions are being
taken.
Motion 10: To fund $20K for production of the ISSCC 2000 short course
in CD format.
Asad Abidi presented a proposal for the charter and scope of work of SSCS Technical Committees. He will return to the February 2000 AdCom with a set of topics which reflect technical trends in solid-state circuits.
Two SSCS representatives will be appointed to the IEEE Sensors Council AdCom/BOG.
Action item H: Gerhard Fettweis wil investigate and make a recommendation on whether SSCS should enter into a Sister Society Agreement with VDE/ITG. The AdCom will ballot by email.
Circuits and Systems Society requested SSCS help with the financial support of MOSIS which fabricates MOS chips for class projects. In recent years, MOSIS has lost significant amounts of government funding. For many univsersities this is not a problem for research-related fabrication, which is paid for by research grants.
Action item I: T.R. Viswanathan will investigate MOSIS funding issues at CAS, and make a recommendation whether SSCS should contribute to this program.

This slate balances 4 nominees from industry and 4 from industry.
One is from the Far East, three are Europeans, three are North American
and one is a North American in the Far East. Swartz noted it is difficult
to get industry candidates to run and the process should start even earlier
next year.
The AdCom approved a prioritized list of candidates to fill the elected AdCom postion created by Dick Hester's reisgnation effective the end of this year.
